This is an excellent press release and announcement, well written, skirts the subject of actual progress, provides a comprehensive alibi in advance of a pending failure. Provides just enough political double speak, and uses all of the hot words that have been used in priors press releases without actually telling the reader that progress has been made.
Qualifies the project failures to date without actually quantifying, nor does it provide any positive statements of success that would be politically awkward. Rather the Press Release skillfully confuses the reader, redirects their attention away from TEMPEST, mangles the truth being used to cover a lie, and deflects questions of both competency and gross present and past failures.
As Congress lacks a technical understanding of the entire issue this well crafted, and very clever PR release of such quality will help with the politics of the Coast Guard having to explain yet again how they fouled up the whole C4ISR/IA/TEMPEST thing for yet another six months, and why they need hundreds of millions of dollars more.
No hard stated facts, but warm political feelings and vibrations in advance of the 3/24/2009 hearing, and armed with such a fine document it will be quite easy to sway the minds of people who trust you, and that there is nothing to be concerned about.
Good job, a very well written press release… and by a Captain no less, with such bold transparency you could be Commandant some day (God willing).
